Error: ID Authentication Status

The error "ID Authentication Status: AT&T is unable to proceed with this order. Do not call for review. Order cannot be placed. If customer persists, engage a manager." means that based off of AT&T's Auth ID system they are denying service to the customer and they will not be able to continue with that order.
