Why can I place an AT&T order at this Apt complex?

If they are getting an error that states the address is apart of an ACC (AT&T Connected Community) that means that the dealer can't sell to this apartment as they have a contract to sell to AT&T directly and the dealer must be set up to sell to the ACC.
